The latest TinyMUX 2.6, 2.7, and as-yet-to-be-released 2.9 sources are available via Subversion (SVN). Intructions for access can be found on Google Code under Source.
If you are interested in making contributions to the source code, you should look at the TinyMUX Coding Guidelines.
