Raw helpfile

CONFIG PARAMETER: raw_helpfile <command> <pathname> DEFAULT: none

This is similiar to the 'helpfile' configuration directive, except that the help topics contained in <pathname> are not evaluted by the parser before being shown to the player.

To prevent access to arbitrary files after the server has started, this directive cannot be used by via @admin after the server has started.
